El Dorado County Air Quality Management District recommending the Board, acting as the Board of Directors of the El Dorado County Air Quality Management District, approve the change in grant amount and authorize the Air Pollution Control Officer to execute an amendment to the AB2766 Grant funding agreement 8353 with the Cameron Park Community Services District to increase the amount by $73,515 for a new amount of $105,758 with no change to the term that expires on February 25, 2025 due to the change in costs for the proposed eligible grant project.

DISCUSSION / BACKGROUND
On December 12, 2023, AQMD presented the results of a request for proposals (RFP) for potential AB2766 funding eligible projects for calendar years 2024 and 2025 and the Board approved six (6) projects, including one project to install a remote teleconference system at the Cameron Park Community Services District's (CPCSD) Community Center. The CPCSD holds over 100 meetings a year, and this system would allow residents, consultants, and staff participate remotely which would achieve a reduction in motor vehicle emissions.
The approved project was awarded a grant of AB2766 funding in the amount of $32,243 based on the original proposal from CPCSD, and was ranked as the project with the best cost effectiveness. CPCSD committed to providing a project match of $8,060. The proposal was to purchase the teleconferencing equipment from one vendor and have the equipment installed by a separate contractor. Funding Agreement #8353 (Funding Agreement) was drafted based on Board direction, County Counsel and Risk Management approved the draft, and the Funding Agreement was executed by AQMD and CPCSD on January 1, 2024. After the Funding Agreement was executed, CPCSD had to change course as they could not identify a contractor that would install equipment procured from an outside vendor.
Because of this change, CPCSD has requested an increase in the AB2766 grant amount to reflect the increased cost of the approved project. The new proposed grant amount would be $105,758, and CPCSD would provide an increased match amount of $21,151. This change would provide CPCSD a more integrated system for their Community Center as one contractor would design, procure equipment, and install the complete system in conjuction with an electrical engineer and architect, providing a system that would be more flexible to allow several meetings at the same time.
AQMD engineering staff has recalculated the cost effectiveness of this project based on the new cost which has moved it to number 4 (of 6 approved projects), still well within the range of approved project cost effectiveness amounts. AQMD fiscal staff has reviewed available and future AB2766 grant funding and has determined the additional $73,515 is available for award if the board approves this item.
ALTERNATIVES
The Board could not approve this grant award amendment and CPCSD could use the approved $32,243 towards their teleconferencing system, or CPCSD could choose to forfeit the approved grant funds and not complete the project.
