Reason for Recommendation:
The Probation Department operates the Electronic Monitoring Program (EMP) to enhance community safety by providing alternatives to incarceration for adult and juvenile inmates under the supervison of the Superior Court.  The EMP is staffed by three armed Deputy Probation Officers providing assessments and services.  The supervision is enhanced with the use of electronic monitoring equipment in each case.
 
G4S Justice Services, Inc. agrees to provide electronic monitoring equipment and services on an as-needed basis for the Probation Department's 24-hour monitoring of adult and juveniles on the court ordered EMP.   The agreement shall have a three year term from the date of full execution.  
 
The County Officer responsible for administering this agreement is Gregory Sly, Assistant Chief Probation Officer.  
 
Action to be taken following Board approval:
1.  Chairman of the Board shall sign all three originals of Agreement 353-S0711.
2.  Clerk of the Board of Supervisors shall return all three originals to the Contract Specialist, Procurement and Contracts, and agreements shall be immediately forwarded to State of Washington, lead state for Western States Contracting Alliance for final signatures.   
3.  Upon receipt of fully executed agreement the original will be forwarded to Board of Supervisors Office.
4.  When fully executed, the Purchasing Agent shall establish a blanket purchase order for FY 06/07 payments and Probation will process payments upon receipt and approval of incoming invoices.
