Fiscal Impact/Change to Net County Cost: $286,875 is being provided to Public Health by First 5 for services provided through June 30, 2007.  $235,405 was originally budgeted for this Agreement; however, First 5 added $51,470 in funding to compensate County for services provided.  There is no net County cost.

 

Reason for Recommendation: This Agreement is for the purpose of providing services to children, birth to age five, identified as having disabilities and other special needs.  Through this Agreement with the County, First 5 is securing collaboration with Public Health's Community Nursing and Health Promotion Divisions to assist First 5 in providing a Special Needs Program and in identifying and providing access to special needs children at the earliest points of need, in particular, outreach and services to child care sites. 

 

Public Health will coordinate with First 5 in providing increased access to, and utilization of, integrated interventions/services and support, and other related activities as requested by First 5, for the benefit of special needs children. 

 

This Agreement was originally approved by the Board at their meeting of August 29, 2006.  However, it was never fully executed due to First 5 considering including additional funding expanding outreach, enrollment, and development screening of children ages six months to five years.  Eventually, complete contract documents were received by the Department, which included that additional funding.  Ultimately, no changes other than the increase in funding were made to that original Agreement approved by the Board, so further approval by County Counsel was considered to be unnecessary.  This agreement is retroactive to July 1, 2006.

 

Action to be taken following Board approval:

 

1)   Chair to sign 3 originals of attached Agreement; 

2)   Board Clerk's Office to forward 2 signed documents to Public Health; 

3)   Public Health to distribute as appropriate;

4)   Chair to sign attached Budget Transfer; and

5)   Board Clerk's Office to forward signed Budget Transfer to Auditor's Office for posting.
