Fiscal Impact/Change to Net County Cost: A maximum of $234,000 will be paid for children's health insurance during the additional one-year term.  Funding comes from a combination of Tobacco Master Settlement Agreement funding, received prior to June 30, 2005, and a First 5 El Dorado Children and Families Commission matching grant. 

 

Background: In March, 2003, the Board of Supervisors approved the Health Alliance Strategic Planning Report which included 3 Action Plan Areas regarding improving access to health care services, especially for children. A major goal, stated in Action Area 1, was to make available affordable access to health care for every child living in El Dorado County.  The Safety Net Provider Network and ACCEL Initiative staff have worked diligently to meet those goals, and funding from other various sources has been obtained by Public Health to support that activity.   Action Area 1 includes $425,000 in Tobacco MSA funding to be used for a children's health insurance program for low income families who do not qualify for other programs offered today, such as Medi-Cal or Healthy Families.  These funds have been matched by $400,000 in First 5 El Dorado Children and Families Commission funding.

 

Reason for Recommendation: The contract allows for two one-year extensions, which could be exercised by agreement, in writing, by both parties.  The County exercised the first of those two extensions last year by means of a formal letter.  Staff recommends exercising the second extension in the same manner, thereby continuing to provide children the opportunity to receive affordable health insurance.  The Foundation has already agreed to the extension and has signed the letter.

 

Action to be taken following Board approval:  Chairman to sign one copy of the attached letter, thereby extending the contract for an additional year; Board Clerk's Office to retain original letter and return one copy to Public Health; Public Health to distribute as appropriate.
