DISCUSSION / BACKGROUND

Tentative Map TM 08-1464 for the Serrano Village A14 Project was approved by the Board of Supervisors on September 28, 2021 (Legistar file 21-1161). Department of Transportation (Transportation) is recommending the Board approve and authorize the Chair to sign the Offsite Road Improvement Agreement for Silva Valley Parkway, TM 08-1464, Agmt #22-55044 (Agreement), between the County and Serrano Associates, LLC. (Developer).

 

In accordance with the Conditions of Approval, the Developer shall construct a trenched sewer line connecting the project site to the existing service point west of Clarksville Crossing. The offsite sewer line shall follow the alignment of Tong Road, continue along the alignment of southbound Silva Valley Parkway, and traverse Clarksville Crossing to connect to the existing sewer line, as shown in the improvement plans (Attachment D).

 

The work described in the Agreement is anticipated to be completed in Summer 2026 and will require a full closure of southbound Silva Valley Parkway. In order to minimize disruptions to motorists, work within the right of way on Silva Valley Parkway shall be restricted to the summer recess for Buckeye Union School District and shall be performed between June 5, 2026, and August 11, 2026. This road closure will fall within the Director of Transportation’s authority under Resolution 060-2023, and the County and/or Developer will perform public outreach prior to the scheduled road closure.

 

Section 12.08.155(A)(3) of the El Dorado County Ordinance Code requires that any party constructing an improvement in the County right-of-way with an estimated cost exceeding $250,000 enter into a road improvement agreement with the County, and the estimated project cost exceeds the authority delegated to the Director of Transportation under Section 12.08.155(B)(3). Approval of this Agreement will allow the Developer to make improvements to Silva Valley Parkway, Tong Road, and Clarksville Crossing as necessary to complete the project.

 

ALTERNATIVES

This Agreement is necessary for the Developer to construct the improvements to Silva Valley Parkway. If the Agreement is not approved, the Developer would not be able to construct the necessary improvements.

FINANCIAL IMPACT

The Developer will bear the cost of constructing the improvements in the proposed Agreement. The Developer has provided County satisfactory security in the form of Performance Bond and Laborers and Materialmens Bonds.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.

2) The Clerk of the Board will return one (1) fully executed original Agreement to Department of Transportation, attn: Lindsay Tallman, for final processing.
