DISCUSSION / BACKGROUND

In collaboration with Emergency Medical Services, a division of the Chief Administrative Office, Human Resources conducted a thorough review of the Medical Billing Technician classification specification, created in 2019. This revision aims to broaden the minimum qualifications, allowing for increased flexibility in recruitment to attract a larger and more diverse pool of qualified candidates, while maintaining the high standards expected of public service employment.

 

The proposed revisions were developed through detailed coordination between departmental hiring managers, subject matter experts, and Human Resources to accurately reflect the current duties performed, enhance clarity, and ensure transparency and consistency within the job classification. Key revisions include adjustments to the education and experience requirements, incorporating both traditional work experience pathways and alternative or non-traditional pathways, such as a trade school certificate combined with relevant customer service experience. This approach captures both the technical skills required for medical billing tasks and the essential soft skills necessary for effective interactions with vendors and the public, thus expanding the candidate pool without compromising job performance expectations.

 

ALTERNATIVES

The Board could choose not to approve the recommended revisions, and direct Human Resources to conduct further review or analysis.
