Health and Human Services Agency, Veterans Affairs program recommending the Board:
1) Approve and authorize the Chair to sign the California Department of Veteran Affairs “County Subvention Program Certificate of Compliance” and the “Medi-Cal Cost Avoidance Program Certificate of Compliance” for Fiscal Year 2018-19 for the participation in each of these programs; and
2) Authorize the County Veterans Service Officer to actively participate in the promotion of the California Veterans License Plate program under California Military and Veterans Code Section 972.1.

DISCUSSION / BACKGROUND
State subvention funding is distributed to counties that establish and maintain a county Veterans Service Officer on a pro rata basis under the California Military and Veterans Code (CMVC) Section 972.1. For Fiscal Year (FY) 2018-19 this is budgeted at $59,000, an increase of $5,000 from FY 2017-18.
The California Department of Veteran Affairs obtains federal matching funds to contribute toward the salaries and expenses of County Veterans Service Officers on a pro rata basis for Medi-Cal related activities under CMVC Section 972.5. The anticipated amount for FY 2018-19 is $4,143, a decrease of $3,224 from FY 2017-18 at $7,367.
Under CMVC Section 972.2, the County receives revenue from special interest license plate fees which are deposited in a special revenue fund. For FY 2018-19 this amount is budgeted at $18,000 and is proposed to be used to support extra help staffing in the Veterans Program.
ALTERNATIVES
Should the Board decline to approve action item #1, the funding for the County Veterans Service Officer would be reduced by $63,143. Should the Board decline to approve action item #2, the County would lose revenue from special interest license plate fees as budgeted in the amount of $18,000.

FINANCIAL IMPACT
Participation in the County Subvention Program, and the Medi-Cal Cost Avoidance Program ensures that El Dorado County receives State subvention funding as well as federal Medi-Cal matching funds to help pay for the Veterans Service Officer position. For FY 2018-19 this amount is budgeted at $63,143.
In addition, allowing the Veterans Service Officer to participate in the promotion of the California Veterans License Plate program results in license plate revenue that is deposited into the Veterans Special Revenue Fund, to be used for extra help staffing. For FY 2018-19 this amount is budgeted at $18,000.
In the event these funds were not received, there would be an increase to Net County Cost commensurate with the lost revenue - estimated in the 2018-19 Budget at $81,143.

1) Clerk of the Board to obtain signature of Chair on two (2) original California Department of Veterans Affairs Annual Subvention Program Certificates of Compliance; and
2) Clerk of the Board to obtain signature of Chair on two (2) original California Department of Veterans Affairs Annual Medi-Cal Cost Avoidance Program Certificates of Compliance; and
3) Clerk of the Board to return one (1) fully executed original of each Certificate of Compliance to the Health and Human Services Agency Contracts Unit at 3057 Briw Road.
