Title

Chief Administrative Office recommending the Board adopt and authorize the Chair to sign Resolution 045-2025 identifying parking areas and hours per County Ordinance 5222, Chapter 10.12.145.

DISCUSSION / BACKGROUND

On January 28, 2025, the Board approved Ordinance 5222 to amend Title 10, County Parking Lots, to add section 10.12.145, to regulate parking of vehicles in County-owned or operated lots as designated by Board of Supervisors Resolution. The new section of Chapter 10.12 restricts parking pursuant to the Resolution with exceptions for County personnel or during occasions or events as declared by the Chief Administrative Officer. The intention of the Resolution will be to restrict overnight parking and parking on weekends when County offices are closed to the public. This change is required to establish countywide regulations that better safeguard public health, safety, and the environment.

 

The Resolution prohibits parking between the hours of 9:00 p.m. and 6:00 a.m. every day of the week and all day on Saturday and Sunday at the following County Buildings:

County employees will be allowed to park during these restricted hours if they have an employee permit placed on their dashboard. Employee permits will be available on the intranet, accessible to all employees. Employee permits will not be required during the hours of 6:00 a.m and 9:00 p.m, Monday through Friday. For the public that wishes to visit the Veteran's Memorial on Saturday or Sunday, five spaces will be designated for this use. Visitor parking will be limited to two hours only during this time.

 

Parking will be prohibited at the main library from 9:00 p.m. to 6:00 a.m. any day, and at all times on Sunday, with the exception of employees displaying a parking permit.

 

The Resolution does allow for the Chief Administrative Officer to change these restrictions upon the declaration of occasions or events that would require parking availability outside of the restrictions noted above.

 

Once the Board approves this resolution, signage will be ordered and installed at all of these locations.

 

ALTERNATIVES

The Board could choose not to adopt this Resolution and better safeguards would not be put into place to protect public health, safety, and the environment.

FINANCIAL IMPACT

Costs for signage and installation as a result of this Resolution will come out of funds set aside in FY 2024-25 for County security.
