Department of Transportation recommending the Board:
1) Make findings that the purchase of four (4) NoTraffic Camera systems is exempt from competitive bidding based on the Procurement Policy C-17, 3.4 Exemptions from Competitive Bidding 2(d) a distributor has an exclusive franchise or operating agreement with the supplier of goods to be purchased or maintained; and
2) Authorize the Purchasing Agent to sign a purchase order with Swarco McCain, Inc. of Vista, CA, in the amount of $161,360 plus applicable taxes, fees, and freight (estimated at $7,529.56) for four (4) NoTraffic Camera Systems.
FUNDING: Road Fund (50%), Master Circulation & Funding Plan Financing (25%) and TIM Zone 1-7 (25%).

DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) annually includes two (2) replacement camera systems for signals in the adopted budget. During Fiscal Year 2025/26, two (2) additional camera systems were included to be utilized on the Diamond Springs Parkway Project. The NoTraffic Camera Systems gather and interpret vital traffic data, allow staff to adjust signal timing and traffic flow strategies, and enable monitoring and visual assessment. NoTraffic Camera Systems work for both vehicles and bicycles. Staff determined that the No Traffic Camera System was the only solution compatible with the existing infrastructure and capable of seamless integration. Other manufacturers’ systems were not compatible and would have required significant equipment replacement, resulting in additional costs.
All four (4) camera systems are included on the approved 2025/26 Fixed Asset List. Therefore, Transportation is requesting the Board find the purchase is exempt from competitive bidding based on Procurement Policy C-17, 3.4 Exemptions from Competitive Bidding (d) a distributor has an exclusive franchise or operating agreement with the supplier of goods to be purchased or maintained, and authorize the Purchasing Agent to sign the purchase order with Swarco McCain, Inc.
ALTERNATIVES
The Board may elect not to approve the purchase of four (4) NoTraffic Camera Systems; however, these are essential components for video detection at the signalized intersections.

FINANCIAL IMPACT
