DISCUSSION / BACKGROUND

The District Attorney’s Office (DA) investigative and prosecutorial teams routinely integrate, organize, and interrogate large volumes evidentiary material across multiple formats and source systems, including extensive video and audio recordings. Due to the heavily manual review process, the office needs a single integrated platform that will streamline their efforts. Closure Intelligence Inc.’s Digital Analyst is an artificial intelligence-enabled tool purpose-built to support law enforcement and prosecutorial workflows by accelerating evidentiary review, reducing manual analysis, and enabling structured examination of investigative leads, including alternative and potentially exculpatory hypotheses.

 

The DA is looking to fund a three-year license agreement with Closure Intelligence Inc. using Supplemental Local Law Enforcement Funds (SELSF). Per California Government Code sections 30061-30065, SLESF may be utilized by law enforcement agencies for as-needed frontline needs, and the personnel, equipment, and programs that are necessary to meet those needs at the discretion of the District Attorney, per review and approval by the Board of Supervisors. The execution of Purchase Contract 10002 will allow Closure Intelligence Inc. to provide Digital Analyst licensing services for a three-year period, in the total amount of $165,00 ($55,000 annually).

 

In the pursuit of acquiring this platform license, the department is requesting an exemption under Procurement Policy C-17, Section 3.4.2 due there being a technological, specialized and unique character of the good. Closure Intelligence Inc.’s Digital Analyst delivers an integrated suite of proprietary analytical tools for the unique demands of investigators and prosecutors, who regularly integrate, organize, and interrogate large volumes of evidence across myriad formats and source systems. Closure enables investigators and prosecutors to proactively transcribe, translate, search, analyze, summarize, aggregate, reformat, and verify evidence related to specific criminal prosecutions, within a single platform.

 

ALTERNATIVES

Should the Board opt not to approve and execute Purchase Contract 10002, the District Attorney’s Office would remain dependent on multiple disconnected point solutions and manual review, limiting the ability for staff to perform concept-level search across modalities with fragmentation that slows investigations and prosecutions.

FINANCIAL IMPACT

With the execution of Purchase Contract 10002, there is no change to Net County Cost. The District Attorney’s Office is requesting the use of SLESF to offset the first year’s quoted cost of $55,000. It is anticipated that subsequent annual funding will also be requested from the SLESF. The enclosed budget transfer increases revenue and appropriations in the District Attorney’s FY 2025-26 budget by $55,000.

1) Forward executed Closure Intelligence Order Form and Platform Services Agreement to CAO Fiscal, Attn: Kelley Lawrie; and
