Chief Administrative Office, Procurement and Contracts Division, recommending the Board:
(1) Award Bid # 12-405-013 for the purchase of Diesel Fuel to the low qualified bidders, Hunt & Sons, Inc. of Placerville, CA and Flyers Energy of South Lake Tahoe, CA;
(2) Authorize the Purchasing Agent to issue two 12-month blanket purchases orders in the total amount of $694,500.00: to Flyers Energy of South Lake Tahoe in the amount of $680,500.00 and to Hunt & Sons, Inc. of Placerville, CA in the amount of $14,000.00; and
(3) Authorize the Purchasing Agent to increase the blanket purchase order to same on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund Discretionary and the General Fund for all diesel generator tanks.

FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within the Department of Transportation's budget. (Road Fund Discretionary and the General Fund for all diesel generator tanks)
REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts division issued an Invitation to Bid for Diesel Fuel for various locations throughout the East & West slope of El Dorado County for use in vehicles, equipment and generator fuel tanks.
The vendor was requested to bid a differential over the Oil Price Information Service (OPIS), Sacramento location published price. The differential is added to the OPIS price to determine the County's cost. For example, as of 11/01/11 the price that would be charged to the County was $3.3338 (OPIS of $3.2978 plus $.036 differential) for the Category I - 2441 Headington Road location which is our largest user of deisel fuel. The other five categories have the same OPIS rate with varying diffferentials based on the location of the tank(s) This will provide the East & West Slope of El Dorado County secured pricing for the awarded period. The Bid price varies based on location of the tank(s).
Twelve (12) Invitations to bid were mailed, two to local vendors. Three (3) qualified responses were received, two from local vendors. The qualified bidders were Ramos Oil of West Sacramento, CA; Hunt & Sons, Inc. of Placerville, CA; and Flyers Energy of South Lake Tahoe, CA. The evaluation spreadsheet is attached for your review.
ACTION TO BE TAKEN FOLLOWING APPROVAL: Following Board approval, the Procurement and Contracts division will issue blanket purchase orders in the amount of $680,500.00 to Flyers Energy of South Lake Tahoe, CA. and to Hunts & Sons, Inc. of Placerville, CA in the amount of $14,000.00
