Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 3804 with Mental Health Management I, Inc., doing business as Canyon Manor, for the provision of Mental Health Rehabilitation Center services, which increases the maximum contractual obligation by $157,500 for a new maximum obligation of $495,000, with no change to the original term of July 1, 2019 through June 30, 2022;
2) Make findings in accordance with County Ordinance 3.13.030 that it is more appropriate to contract with Canyon Manor for services provided under this Agreement 3804 because (B) “Specialty skills and qualifications not expressly identified in classifications are involved in the performance of the work;” and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 3804, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% State Funding: 1991 and 2011 Mental Health Realignment.

DISCUSSION / BACKGROUND:
The Health and Human Services Agency (HHSA), on behalf of the County, contracts with the State as the Mental Health Plan for the County. As such, HHSA contracts with long-term residential treatment facilities and psychiatric facilities, to ensure availability of services on an “as requested” basis, in accordance with Title 9, California Code of Regulations (CCR), Title 22 CCR and Welfare and Institutions Code, Division 5.
Mental Health Management I, Inc., doing business as Canyon Manor, is licensed by the State of California as a Mental Health Rehabilitation Center (MHRC), and is able to provide intensive psychiatric and rehabilitation services to adults with serious mental health disorders. The MHRC services are designed to assist eligible clients in the development of skills to become self-sufficient and move toward increasing levels of independent functioning with the goal of community reintegration.
Utilization of the Agreement was more than anticipated for Fiscal Year (FY) 2019-20; therefore, funds need to be added to maintain continuity of care for clients currently receiving services from this vendor. Additional funds are being added to FY 2020-21 and FY 2021-22 to accommodate for the increase in usage as well as Canyon Manor’s annual increase to the daily rates. Doing so will permit HHSA to continue to refer clients to this vendor.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts; however there are a limited number of available MHRCs which could result in difficulty meeting the needs of the community, and would disrupt continuity of care for clients currently receiving services from this vendor.

It is recommended that the Board approve this item.
FINANCIAL IMPACT:
This Agreement for Services continues to be funded with State Realignment funding. There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the FY 2019-20 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) originals of Amendment 1 to Agreement for Services 3804.
2) Clerk of the Board to return one (1) fully executed Amendment 1 to HHSA Contracts Unit at 3057 Briw Road.
