DISCUSSION / BACKGROUND:
Pursuant to Title 24, Code of Federal Regulations part 578, the CoC Program, is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities, and local governments to quickly rehouse homeless individuals; families; persons fleeing domestic violence, dating violence, sexual assault, and stalking; and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.
In 2017, representatives from across El Dorado County established the EDOK CoC to implement the CoC Program. Since its creation, the EDOK has worked closely with community stakeholders, including the County, and has designated HHSA to serve as its AE on multiple occasions, with each occasion approved by the Board in advance. As the AE, HHSA coordinates various HHSA and CoC joint and/or collaborative funding applications, funding agreements, the administration of said funding (federal and state), subaward agreements to community providers, solicitations, and other administrative items.
On March 1, 2024, the EDOK approved the development of a Resolution to delegate authority to HHSA as their AE for all future CoC grant applications, funding awards and agreements, subaward agreements, solicitations, and other administrative items, as applicable. On October 4, 2024, the EDOK approved the County Counsel recommended and approved Resolution. Upon Board adoption, the Resolution simplifies business processes for HHSA and the EDOK, eliminates the need for HHSA to seek individual approval from the Board for each instance the EDOK delegates authority to HHSA to serve as the AE, ensures efficiency, and safeguards the continuation of essential services. HHSA will continue to seek Board approval for grant agreements and contracts, as required by County policies. HHSA staff will provide a report to the Board each year detailing the number of grants HHSA applies for, and a list of agreements administered while acting as the AE for EDOK.
ALTERNATIVES:
Should the Board decline to approve this recommendation the County and EDOK will continue to seek the Boards approval of HHSA as the AE on each occasion in which the EDOK desires to delegate said authority to HHSA.
