DISCUSSION / BACKGROUND

The Tentative Map (TM 08-1477R) for the Ridgeview Village, Unit 9 project (Subdivision) was approved by the Planning Commission on October 24, 2019. The Subdivision was conditioned to improve a segment of Beatty Drive which ran through the project area from just south of Powers Drive to Fiori Drive. Upon completion of the road segment, Transportation seeks to accept Beatty Drive into the County’s Maintained Mileage System.

 

The segment of Beatty Drive which runs through the Subdivision was an existing public roadway but had not been dedicated to the County and was not constructed to the same standards as the adjacent segments. Beatty Drive was widened and improved under the Subdivision’s Conditions of Approval, and additional right-of-way and easements were dedicated as needed. Portions of Beatty Drive to the north and south of the Subdivision are already included in the County’s Maintained Mileage System, and the improved section connects the existing portions so that Beatty Drive in its entirety will be County-maintained.

 

The underlying right of way for Beatty Drive was dedicated by AG EHC II (NWHM) CA 2, L.P., via the Final Map of Ridgeview Village Unit 9, approved by the Board of Supervisors on November 8, 2022. Final Map K-063 was recorded on December 6, 2022, and it accepted the dedication “subject to improvement for public uses.”

 

Improvements for Beatty Drive were made under the Offsite Road Improvement Agreement for Beatty Drive, TM08-1477, Agreement #22-55016, between the County and the Developer. The project was substantially completed and accepted as complete on May 21, 2024, with a warranty period through May 21, 2025. The Performance Bond was released on June 25, 2025, after the completion of final warranty repairs. The Improvements are considered fully complete and eligible for inclusion in the Maintained Mileage System.

 

Transportation recommends that the Board approve the attached Resolution, thus accepting the improved segment of Beatty Drive into the El Dorado County Maintained Mileage System.

PRIOR BOARD ACTION

On July 11, 2013, the Planning Commission approved the Tentative Map for Ridgeview Village Unit No.9, TM 08-1477. On October 24, 2019 (Legistar file 19-1507), the Planning Commission approved a revision to the project and updated its Conditions of Approval.

 

On November 8, 2022 (Legistar file 22-1915), the Board of Supervisors approved the Final Map of Ridgeview Village Unit 9.

 

On June 14, 2022 (Legistar file 22-0694), the Board approved the Offsite Road Improvement Agreement for Beatty Drive, TM08-1477 Between the County and the Developer, Agreement #22-55016, between the County and The New Home Company Northern California LLC. On May 21, 2024 (Legistar file 24-0713), the Board accepted the road improvements under the agreement as complete.

FINANCIAL IMPACT

Adding the segment of Beatty Drive to the County Maintained Mileage System will slightly increase State funding for road maintenance, based upon the addition of centerline mileage to the system. Any future maintenance of the roadway will be part of Transportation’s usual maintenance activities.

2. The Clerk of the Board will return a copy of the Resolution to Transportation, attn.: Lindsay Tallman, for further processing.
