DISCUSSION / BACKGROUND

On November 11, 2020 (Legistar 20-1485), the Board of Supervisors adopted Resolution 175-2020 requesting membership in Pioneer Community Energy, and approved the amended and restated joint exercise of powers agreement with Pioneer. One element of the agreement was El Dorado County's participation on the Pioneer Board through the appointment to it of a member of the Board of Supervisors.

 

On December 17, 2020, Pioneer’s Governing Board voted to approve its amended JPA and an Implementation Plan, effectively expanding its service area to the unincorporated west slope of El Dorado County and to the City of Placerville. After the CPUC approves the Implementation Plan (which is expected to occur in Spring 2021), the JPA will begin purchasing power in order to provide service to customers in El Dorado County beginning in 2022.  While services to customers in El Dorado County will not begin until 2022, the Pioneer Board of Directors will be having discussions regarding the purchase of power so it is imperative that El Dorado County be represented during those discussions which will likely begin in the Spring, 2021.

 

Currently, the Pioneer JPA consists of seven voting members, two from Placer County and one each from the cities of Auburn, Colfax, Lincoln, Loomis and Rocklin. El Dorado County and the City of Placerville will also have one member appointed to the JPA.  Currently, JPA meetings are held once a month, on the third Thursday of each month at 3pm, via Zoom.  In the event in person meetings are needed, they are held in Rocklin, California.
