Chief Administrative Office, Procurement and Contracts Division, recommending the Board consider the following:
1) Authorize the Purchasing Agent to extend award of Bid No. 10-863-030 to Sierra Nevada Tire and Wheel of Placerville, CA. for the purchase of Goodyear Fleet vehicle tires, and US Tire Sales and Service of Sacramento, CA for the purchase of Bridgestone/Firestone Fleet vehicle tires, for an additional twelve month period, expiring on March 21, 2012, under the same pricing conditions, and terms and conditions of the original bid; and
2) Authorize the Purchasing Agent to increase the blanket purchase orders for Sierra Nevada Tire and Wheel of Placerville, CA. and US Tire Sales and Service of Sacramento, CA. on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Fleet internal service fund and recovered through charges to both non-general fund and general fund departments.

REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts Division issued Invitation to Bid #10-863-030 for the purchase of Goodyear and Bridgestone/Firestone Fleet tires in Febrary 2010. On March 16, 2010, Item #05, the Board of Supervisors awarded bid #10-863-030 to the low qualified bidders Sierra Nevada Tire and Wheel of Placerville, CA for Goodyear tires and US Tire Sales and Service of Sacramento, CA for Bridgestone/Firestone tires in the combined amount of $130,000.00 for a twelve month period expiring on March 21, 2011. Sierra Nevada Tire and Wheel of Placerville, CA and US Tire Sales and Service of Sacramento, CA have agreed to extend this bid under the same pricing conditions, and terms and conditions of the original bid for an additional twelve month period, expiring on 03/21/2012.
In accordance with Board of Supervisors Policy C-17, Section 5.9(f), the Procurement Division conducted a comparative market analysis to verify that the prices available under the current contract remain competitive. A price quote request was sent to six vendors, including three local vendors, for comparative pricing. None of the vendors responded.
FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within the Department of Transportation budget. Fleet internal service fund and recovered through charges to both non-general fund and general fund departments.
