Recommending the Executive Committee:
a. Receive a presentation on the Public Safety Realignment Strategic Plan Recommendation by Rane Community Development; and
b. Approve Stakeholder Interview Findings Document; and
c. Approve the Planning Recommendations Two-Page Document for the Public Safety Realignment Local Action Plan; and
d. Discuss and approve Recommended Next Steps to Complete the Strategic Plan and Develop the Funding Plan; and
e. Discuss recommended future Funding and Accountability Adhoc Committee.

In September 2022, the Community Corrections Partnership approved a contract with Rane Community Development, to assist the Executive Committee in updating the Public Safety Realignment Plan.
In May of 2023, key stakeholders of El Dorado County’s Community Corrections Partnership met over a two-day workshop to discuss the purpose and intent of the public safety realignment, local impacts, needs, opportunities, and challenges, and to develop strategic directions to advance and support public safety under California’s Public Safety Realignment (AB 109) and subsequent related legislation. (Workshop Meeting Summary and Notes are contained in File Item 23-1231.)
During late Spring and Summer of 2023, Rane Community Development worked with El Dorado County (EDC) justice stakeholders to examine opportunities to improve public safety under California’s Public Safety Realignment, and as implemented by EDC’s Community Corrections Partnership (CCP). Attached to this item is the documented findings from those stakeholder interviews called Stakeholder Interview Findings, Attachment C.
As a result, Rane Community Development has submitted a Planning Recommendation document (attachment B) for approval and is requesting approval on the recommended next steps outlined in the PowerPoint (attachment A) to complete the strategic plan and to develop the funding plan. If approved, as a placeholder, there are two future strategy planning sessions slated, first, January 26, 2024 from 8:00am to 12:00pm, and the 2nd date and time is to be determined. Additional information and invitations will be forthcoming once next steps are approved for the two future strategy planning sessions.
Lastly, for the Executive Committee's consideration, Rane Community Development recommends the establishment, in the near future, a Funding and Accountability Adhoc Committee to: 1.) Review project concepts and make funding recommendations based on the criteria outlined in the approved recommendations. 2.) Oversee any evaluation efforts. 3.) Review activities and expenditures, ensuring compliance with the strategic plan and contract obligations. 4.) Recommend annual re-allocations based on agreed criteria, including demonstrated performance and impact.
