General Services recommending the following:
1. Award of bid for Georgetown Airport, Security Fencing and Gates, AIP Project 03-06-0093-06 to the lowest qualified bidder, Golden Bay Fence Plus Iron Works in the amount of $218,975.00;
2. Authorize 5%, or $10,948.75 to be transferred from General Fund contingency and approve Budget Transfer 27216 in the amount of $10,948.75;
3. Authorize Chairman to execute an agreement with Golden Bay Fence Plus Iron Works for said project, contingent upon County Counsel and Risk Management approval. (4/5 vote required)

Fiscal Impact/Change to Net County Cost: Funding for the project is included in the FY 06/07 Georgetown Airport Budget. The Federal Aviation Administration will fund $185,291 through FAA Grant # 03-06-0093-06 and $22,735.25 through FAA Grant # 03-06-0093-07. The remaining 5%, or $10,948.75 is requested from General Fund contingency.
Background: A security fence is necessary at the Georgetown Airport to prevent wildlife from straying onto the runway. The project was identified as a safety issue in the Georgetown Airport five-year Capital Improvement Plan and the Georgetown Airport Layout and was subsequently approved for federal funding.
Reason for Recommendation: On January 9, 2007, Item 29, the board approved Bid Document 07-968-091, Georgetown Airport Security Fencing and Gates and Serviceszed General Services to advertise for construction bids for the project. Invitations to bid were advertised in the Sacramento Bee, through local builders' exchanges and on the County Web Site, and were due no later than 2:00 p.m. on March 1, 2007.
The Department received seven qualified bid responses ranging from the low bid of $218,975.00 to a high bid of $580,000.00
General Services is requesting that the Board award the bid to Golden Bay Fence Plus Iron Works and authorize staff to proceed with an agreement in the amount of $218,975.00
Action to be taken following Board approval:
1. General Services will route the final contract, bonds, and insurance documents to County Counsel and Risk Management for review and approval;
2. General Services will forward the final contract documents to the Board Clerk for the Board Chairman's signature, and
3. Upon receipt of a fully executed contract, General Services will issue a Notice to Proceed to the Contractor.
