1) Add the purchase of a Livescan Machine and additional Livescan equipment to the Fiscal Year (FY) 2025-26 Fixed Asset list; and
2) Approve and authorize the Chair to sign a FY 2025-26 budget transfer increasing the Sheriff's Office Fixed Asset appropriations by $50,000 for the new machine and additional equipment for other machines throughout the County by increasing the use of Special Revenue Funds (SRFs). DISCUSSION / BACKGROUND
The Sheriff’s Office Concealed Carry Weapon (CCW) Unit utilizes Live Scan fingerprinting equipment to process applicant identity verification and criminal history submissions in compliance with California Department of Justice (DOJ) requirements. Recent implementation and expanded use of California Real ID-compliant driver licenses and identification cards require Livescan systems to be updated to ensure compatibility with enhanced identity verification standards.
The Sheriff’s Office CCW Unit requires the purchase of a new Livescan machine capable of fully supporting Real ID technology as their current machine is too outdated to add additional equipment that supports the new IDs. The estimated cost for the purchase and installation of this upgraded Livescan unit is approximately $25,000. Acquisition of this equipment will ensure continued compliance with state identification requirements, reduce processing delays, and maintain the integrity of CCW applicant verification.
In addition, approximately $25,000 is requested to upgrade existing Livescan machines throughout the county so that Livescan machines in various locations throughout the County remain current with Real ID compatibility and DOJ technology standards. These upgrades will promote consistency across county operations and ensure uninterrupted service to the public.
Implementation of this request will require a budget transfer and an increase to the County’s fixed asset list to account for the acquisition of the new Live Scan equipment. All associated costs will be fully covered by available RAN Fund resources.
On December 3, 2025, the El Dorado County RAN Board voted to approve the use of RAN Fund resources for this purpose. The proposed purchase and upgrades are consistent with that Board action and support continued compliance, operational efficiency, and public service delivery across county departments utilizing Live Scan technology.
ALTERNATIVES
The Board could choose not to approve this request however that may decrease efficiency and limit usable equipment throughout the County for fingerprint identification.

FINANCIAL IMPACT
There is no impact to Net County Cost as Special Revenue Funds are being utilized for the additional cost associated with the Livescan machine and additional equipment.
