Department of Human Services recommending the Board adopt a Resolution authorizing the Chair to sign Agreement 11F-4210 with the California Department of Community Services and Development , for the period January 1, 2011 through December 31, 2011 for 2011 Program Year Community Services Block Grant funds in the initial amount of $47,449. The Resolution further authorizes the Director of Human Services, or successor, to sign required fiscal and programmatic reports and execute subsequent documents relating to this Agreement, including one or more amendments thereto, contingent upon approval by County Counsel and Risk Management, that collectively increase the dollar amount by up to $208,367 to the total estimated 2011 grant allocation of $255,816, and other amendments thereto that do not affect the dollar amount or the term.

The initial amount of federal funds payable by the State to El Dorado County under this Agreement is $47,449, expected to increase by contract amendment to $255,816 for the 2011 CSBG Program Year. $255,475 is budgeted for FY 2010/11 with additional funding to be budgeted for FY 2011/12. El Dorado County has received this CSBG Grant Allocation since the early 1980's, and this revenue source is expected to continue.
Reason for Recommendation:
Agreement 11F-4210 provides an initial $47,449 in Program Year 2011 Community Services Block Grant (CSBG) funding to support services to low-income, elderly and disabled persons. CSD typically receives notice of the final federal CSBG allocation to the State of California in the second quarter of the federal fiscal year and is currently operating under a continuing resolution. The initial amount of this agreement reflects El Dorado County's allocation of the partial grant award received by the State thus far. At least $208,367 in additional 2011 funding is expected to be allocated by amendment(s) once federal notification is received by the State. CSBG provides core funding support for the Department of Human Services Community Services Division administrative, accounting and direct service functions, as outlined in the 2010/2011 CSBG Community Action Plan, approved by the Board on June 23, 2009. Upon execution, this agreement is retroactive to 1/1/11. It was received from the State on December 27, 2010, and processing was expedited.
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with three (3) certified resolutions, two (2) certified minute orders and three (3) copies of Agreement 11F-4210 signed by the Chairman.
