Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings in accordance with Chapter 3.13, Section 3.13.030, of the County Contracting Out Ordinance, that due to the temporary or occasional nature of as-needed heating, ventilation, and air conditioning (HVAC) services, the ongoing aggregate of work to be performed under Agreement for Services 9502 is not sufficient to warrant the addition of permanent staff; and
2) Authorize the Purchasing Agent to execute Agreement for Services 9502 with ACCO Engineered Systems, Inc., a competitively qualified firm, for a compensation amount not to exceed $200,000 and a term from May 14, 2025, through May 13, 2028, to provide as-needed and urgent or immediate HVAC repair services at various County-operated locations.

DISCUSSION / BACKGROUND
On January 30, 2025, ACCO Engineered Systems, Inc. was formally approved to be included on the qualified vendor list on competitive Request for Qualifications (RFQ) 24-0039, Category B, for Heating, Ventilation, and Air Conditioning (HVAC) Maintenance and Repair Services.
Services provided under this agreement include as-needed and urgent or immediate calibration, testing, and repair services for boilers, chillers, cooling towers, air handling and heating, ventilating, and refrigeration and air conditioning systems at various County-operated facilities.
Due to the fact these services are primarily utilized in short term situations it is further recommended the Board make findings that due to the limited time frames, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed under Agreement for Services 9502 is not sufficient to warrant the addition of permanent staff in accordance with Chapter 3.13, Section 3.13.030, of the County Contracting Out Ordinance.
ALTERNATIVES
The Board could choose not to approve this Agreement and the Division will have limited resources in addressing heating, ventilation, and air-conditioning repairs.

FINANCIAL IMPACT
The Facilities maintenance budget has limited funding available for urgent HVAC repair services. Funding would be confirmed before the issuance of any work orders against this as needed contract.
