DISCUSSION / BACKGROUND

Procurement and Contracts monitors, maintains, and provides contract administration for annual countywide agreements with the CAL FIRE for the provision of inmate work crews to conduct brush clearing, weed eating, tree trimming and/or removal, pruning, leaf and refuse removal, ditch digging, burning or chipping slash, hedging, raking and mowing for County-operated cemeteries, grounds, parks, trails, properties, facilities, roads, and airports.

 

The previous Memorandum of Understanding expired on June 30, 2025. Multiple attempts were made to obtain a signature for the new MOU (9537) prior to the expiration date of MOU 8484. Procurement and Contracts was informed that a change in personnel within CAL FIRE caused the delay. Due to these delays, MOU 9537 was not fully executed until August 28, 2025. However, services were provided in the interim between June 30, 2025, and the new MOU's execution date of August 28, 2025. Amending the new MOU to a retroactive start date of July 1, 2025, through June 30, 2026, to allow for payment of invoices for services provided during this time.

 

ALTERNATIVES

The Board could choose not approve the Amendment, but this would not allow for payment of invoices for services that were already provided in-between MOUs.
