DEPARTMENT RECOMMENDATION
At their meeting of August 30, 2016 (Item 31), the Board approved Ordinance 5041 and set a public hearing for Final Passage (Second Reading) on September 13, 2016. Hear public comment on proposed Ordinance No. 5041 adding Chapter 5.21 to Title 5 of the El Dorado County Ordinance Code, Business Taxes, Licenses and Regulations, to establish the legal framework for the regulation of Remote Caller Bingo and waive full reading of the ordinance, read by title only, and continue this matter to September 13, 2016 for final passage
DISCUSSION / BACKGROUND
Several Supervisorial Districts and the Treasurer/Tax Collector's Office have received inquiries concerning the licensing of "Remote Caller Bingo" in the unincorporated areas of the County. Currently Chapter 5.20 of the County Ordinance allows specified organization to hold bingo games and provides regulations for the operation of “traditional” bingo games but does not allow for “Remote Caller Bingo” games.
“Remote Caller Bingo” is essentially a bingo game in which audio and visual technology are used to connect the location at which the bingo balls are drawn to other locations throughout the State at which participants play the game. The size of the prize is therefore dependent upon the number of placers throughout the State at any given time.
On December 2, 2014, the Board considered an item to establish a county ordinance to allow “Remote Caller Bingo” games to be conducted in the County of El Dorado and directed staff to work with County Counsel and other affected departments to determine the impact of a new ordinance and return to Board with a report containing the information per the procedure set forth in Board of Supervisors Policy A-3, Ordinances - New or Amended.
Staff presented a report and draft ordinance on May 17, 2016. The Board approved the draft ordinance in concept and authorized preparation of the final ordinance for the Board's consideration.
Staff has worked with County Counsel to finalize the ordinance. The final version and summary ordinance are attached for consideration.
ALTERNATIVES
The Board could choose not to allow "Remote Caller Bingo" games to be conducted in the County of El Dorado.

The Chief Administrative Office concurs with the recommendation.
FINANCIAL IMPACT
No change to Net County Cost. The financial impact of developing the ordinance is minimal. A discussion of the financial impact of licensing costs and fees should the Board adopt the recommended ordinance is included in the attached staff report.

If approved by the Board, submit a public notice in the appropriate newspaper(s) pursuant to Government Code and established procedures for the publication of ordinances and continue this matter to September 13, 2016 for Final Passage.
