*This is the amount the City will pay County in FY 06/07.  The amount will increase each subsequent year.
 
Fiscal Impact/Change to Net County Cost: City will pay County $200,000 in FY 06/07 to cover a portion of its share of cost for Animal Control services.  Over the term of this contract, that portion will increase until the 2010/11 fiscal year when the City will contribute 100% of its share.  As a result, the net County cost of providing these services will decrease over the contract's 5-year term.
 
Background: The City of South Lake Tahoe has contracted with El Dorado County for Animal Control services since FY 93/94.  During that time, the County has provided these services to the City at a negotiated, discounted rate.  Over the past months, representatives from the City and the County have worked to find a way for the City to pay for its full share of costs, resulting in a five-year plan.
 
Reason for Recommendation: This Agreement maintains the provision of Animal Control services to the City of South Lake Tahoe for five years and reflects a discounted rate of actual service costs.  Over the term of the Agreement, that discounted rate will decrease until the 2010/11 fiscal year when the City will contribute 100% of its share for services.  It is retroactive to July 1, 2006 due to the additional time needed to negotiate the terms of the contract and to receive approval from the South Lake Tahoe City Council.
 
Action to be taken following Board approval: Chairman to sign three (3) copies of attached Agreement, Board Clerk's Office to forward two (2) signed copies to Public Health, Public Health to distribute to appropriate parties.
