DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) recommends approving a "No Parking" zone on Pearl Place.
A no parking survey was conducted to address parking concerns on Pearl Place. The study was initiated in response to a request by El Dorado Transit with safety concerns of vehicles parking near or within the existing No Parking limit.
The Pearl Place "No Parking" concern resulted in the direction to conduct an Engineering and Traffic Study. Two (2) site visits were made by Traffic Unit Staff to observe and document parking conditions between May 1, 2023 and December 8, 2023. An additional site visit was conducted on November 13, 2023 where parking restrictions were discussed, and an impact to surrounding residential complexes and transit safety were evaluated. During the site visits, a truck was observed parked adjacent to the bus stop which obstructed a bus from making a safe turn onto Pearl Place from the stop location.
Based on California Vehicle Code, Section 22500, which allows local authorities to establish stopping, standing, or parking restrictions on County roadways, the West Slope Traffic Advisory Committee held a meeting on November 7, 2024, and voted unanimously to establish a parking prohibited zone on Pearl Place from Courtside Drive milepost 0.08 east one hundred twenty-five (125) feet. The following is the final recommendation approved by the West Slope Traffic Advisory Committee:
Add:
"(ej) Pearl Place (No. 2111) on the north side starting at Courtside Drive for 125 feet to the east."
ALTERNATIVES
The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and not establish parking restrictions on Pearl Place.

FINANCIAL IMPACT
Installation of No Parking signs on Pearl Place is estimated at $2,500. Funding to complete the work is included in the Fiscal Year 2024-25 adopted budget.
