FUNDING:  Transient Occupancy Tax - Measure S (67%) and Road Fund (33%) (No federal funds).

DISCUSSION / BACKGROUND

The purpose of the 2026 SLT DOT Maintenance Pavement Rehabilitation Projects (Project) is to repair various roadway sections on Cedar Ridge Road, Pioneer Trail Frontage Road, Washoan Boulevard, Thunderbird Drive, Southern Pines Drive, Navahoe Drive, E San Bernardino Avenue, San Diego Street, Hopi Avenue, Bellevue Avenue, Scenic Drive, Tahoe Mountain, Mt Diablo Circle, Granite Mountain Circle and Mountain Meadows Drive in South Lake Tahoe and Tahoma areas of El Dorado County by removing the failing asphalt section and replacing with hot mix asphalt.  Contract #9966 is estimated to have a construction phase total cost of $1,515,000, and will be completed in the spring and summer of 2026.

 

This Project does not have federal funding; thus, only California Environmental Quality Act (CEQA) compliance is required. A CEQA Notice of Exemption was submitted on December 10, 2025. This Project does not require any environmental permits or additional right of way to be acquired. 

 

ALTERNATIVES

1) The Board could choose not to approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.

2) The Board could choose not to authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.

3) The Board could choose to cancel the Project. Canceling the Project would be contradictory to the recommendations made by Transportation to the Measure S Citizens Oversight Committee during the June 2025 and October 2025 meetings.

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

FINANCIAL IMPACT

The total estimated cost for Project construction is $1,515,000, which includes construction items of work, construction management, environmental monitoring, inspection, materials testing, and contingencies. Funding for the project is included in the Fiscal Year 2025/26 Adopted Budget.

 

There is no financial impact or change to Net County Cost associated with this item.  The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid.
