DISCUSSION / BACKGROUND
On June 30, 2020, Legistar Item 20-0814, the Board adopted Policy D-5 - Food Purchases to establish a uniform administrative policy related to the County’s purchase of, or reimbursement for, food and beverages provided to County officers and employees, members of legislative or advisory bodies established by the Board (salaried or not), volunteers, contractors, and consultants for a County business purpose. This policy has been reviewed by the Chief Administrative Office for continued relevance and requires additions and clarifying language. The following provisions were added:
1. Allow the Chief Administrative Officer to provide meals and/or refreshments for business meetings of all County Department Heads that are conducted over a meal period, up to six times per year;
2. Allow for meals and/or refreshments to be provided during staff appreciation events convened by the Human Resources Department up to four times per year;
3. Allow for meals and/or refreshments to be provided during Board of Supervisors workshops.
The Chief Administrative Office along with input from Department Heads provided the foundation for the revisions to the policy brought forth with this item. County Counsel has also reviewed the revised policy for compliance with laws and regulations.
ALTERNATIVES
The Board could opt for additional modifications on Board Policy D-5.

OTHER DEPARTMENT / AGENCY INVOLVEMENT
The original policy has been readily available to all county departments, and the revised version was sent out to all Department Heads for feedback and review.
FINANCIAL IMPACT
There is no financial impact associated with the approval of these Policy revisions. Each County Department Head shall be responsible for ensuring there is adequate funding in their current year budget upon use of the Policy.
CLERK OF THE BOARD FOLLOW UP ACTIONS
Upon approval, the revised policy will be circulated and updated in the County policy manual.
