Fiscal Impact/Change to Net County Cost
There is no change to net County cost associated with this item. The Francisco Drive Right-Turn Pocket Project construction cost estimate for bicycle and pedestrian facilities (CIP Project No. 71358) was included in the budget and the 2014 Capital Improvement Program.
  
Background
In July 2013, the Community Development Agency, Transportation Division (Transportation) submitted a project funding request to the El Dorado County Transportation Commission (EDCTC) for $100,000 of Transportation Enhancement (TE) funds. The TE funds were requested for construction of bicycle and pedestrian facilities in the Francisco Drive Right-Turn Pocket Project (Project).
 
The Project plans to construct the remaining segment of paved shoulder areas on Francisco Drive, signage and pavement markings for Class II bike lane connectivity to El Dorado Hills Blvd. The Project will construct an asphalt-concrete pedestrian pathway on the southbound side of Francisco Drive from the existing paved pathway near Bodega Ct. to El Dorado Hills Blvd. The Project will also construct an asphalt concrete Class I bike path on the southbound side of El Dorado Hills Blvd from Francisco Drive to Brittney Way, connecting to the existing El Dorado Hills Blvd paved pathway.
 
On August 1, 2013 the EDCTC's Board of Directors adopted Resolution 13/14.03 allocating $100,000 in State Exchange Transportation Enhancements funds to Transportation for the Project.
 
The approved 2014 Capital Improvement Program lists the total project cost estimate as $1,012,000. Congestion Mitigation and Air Quality (CMAQ) funds and regional Surface Transportation Program funds will be utilized in addition to the TE funds for the Project.
 
Reason for Recommendation
EDCTC requires a Resolution adopted by the Board of Supervisors (Board) authorizing Transportation to claim State Exchange Transportation Enhancements funds that were allocated by EDCTC Resolution 13/14.03.
 
Action to be taken following Board approval
1. The Clerk of the Board to obtain the Chair's signature on the Resolution.
2. The Clerk of the Board to send a fully-executed copy of the Resolution to the Community Development Agency, Admin and Finance Division.
