DISCUSSION / BACKGROUND
On February 6, 2024 (Legistar File 24-0260), the Board approved revised Resolution 014-2024, Improvements to the County’s Development Review Process. The objectives of the Planning and Building Department (Department), Economic Development and Administration Division, are to oversee, manage, track, develop, and implement departmental process improvements, including TRAKiT implementation improvements. This includes streamlining operations, creating efficiencies, and spearheading the new County Economic Development Strategy, developing and directing the implementation of goals, objectives, work standards, and policies and procedures. The objective is also to involve continuous monitoring and evaluation of the efficiency and effectiveness of service delivery methods and procedures, and assessing and monitoring work distribution, support systems, and internal reporting relationships.
Over the past six (6) months, the Department has made significant progress toward implementing the improvements outlined in Resolution 014-2024. Key accomplishments include:
• TRAKiT System Enhancements: Several system improvements have been made to enhance efficiency, including streamlined application processing and improved tracking features.
• Stakeholder Engagement: Multiple outreach sessions with developers, businesses, and community members have been conducted to gather feedback and refine processes.
• Internal Process Refinements: The Department has implemented changes to workflow procedures, reducing review times and enhancing coordination among involved agencies.
• Metrics Development: A preliminary set of key performance indicators has been established to measure process effectiveness and identify areas for continued improvement.
The Bi-Annual Progress Report summarizes the Department’s progress and the next steps for Process Improvements.
The Department plans to provide the Board with updates on the ongoing progress in August 2025 and February 2026. These updates will include a comprehensive report on the continued assessment of the development review process, refined and meaningful metrics for tracking progress, additional recommendations for improving processes, policies, organization, leadership, and culture, as well as any further changes or accomplishments.

PRIOR BOARD ACTION
On January 23, 2024 (Legistar file 23-2157), the Board recommended various changes to Resolution 014-2024, Improvements to the County’s Development Review Process, and directed staff to return to the Board with a revised Resolution.
On February 06, 2024 (Legistar file 24-0260), the Board approved and authorized the Chair to sign Resolution 014-2024, directing staff to assess the County’s development review process, prepare a comprehensive report on the assessment, and prepare recommendations for process, policy, organizational, leadership, and cultural improvements necessary for better program delivery.
On August 20, 2024 (Legistar file 24-1089), the Board received and filed a presentation updating the Board on Resolution 014-2024 and provided feedback to staff.
