DISCUSSION / BACKGROUND:

The Community Services Division within HHSA offers a wide range of programs to residents age 60 and over, as well as eligible disabled or at-risk adults residing in the County, to assist in meeting some of their basic needs, improving the quality of life, and helping them to remain as independent as possible. These programs include the Family Caregiver Support Program, Senior Health Education Program, Long Term Care Ombudsman, Senior Activities, Senior Nutrition, Senior Legal, and Senior Day Care.

 

Established under the Older Americans Act, the Family Caregiver Support Program (FCSP) is federally-funded through annual Agreements issued by the California Department of Aging (CDA). HHSA has successfully contracted with Senior Helpers of Cameron Park, (Contractor) over several years. The contractor provides non-medical in-home support services, homemaker/chore, personal care, transportation to medical appointments, and respite care to clients enrolled in FCSP and Senior Supportive Services. 

 

The maximum obligation of Agreement 5133 is being increased due to a growth in the number of clients using the services, coupled with an increase in the Contractor’s rates that are necessary to support staffing to meet the increased demand. The rate for social reassurance / support are not increasing, but all other services are increasing 23% in Fiscal Year 2021-22.  This contract increase is made possible due to additional funding received from CDA.

 

ALTERNATIVES:

Disapproval of Agreement for Services 5133 will result in HHSA being out of compliance with the CDA funding agreement.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient appropriations have been included in the Fiscal Year 2021-22 Budget and will be included in future budgets for the term of the Agreement.

1) Obtain the Chair’s signature on two (2) originals of Amendment 1 to Agreement #5133.
