None.  Funding for activities outlined in this staff report during 2007 have previously been approved by the Board of Supervisors. No request or allocation of funding is being requested at this time.
 
Background:
The County has an opportunity to coordinate future development in the Missouri Flat corridor so that the area becomes a retail and commercial destination point. In November 2005, a multi-departmental team was developed and charged with reducing traffic congestion to meet level of service standards, fostering economic development by encouraging retail development and job growth, and creating a "sense of place" through the development of design standards.  In addition, two consulting firms (RRM Design Group and DAS - Development Advisory Services) have been retained and have commenced their assigned tasks related to the preparation of Design Guidelines and overall Missouri Flat area Project Management, respectively.
 
This staff report provides the Board of Supervisors with a calendar of benchmark events for 2007. Staff will provide quarterly updates to the Board throughout the year as major milestones are achieved.
 
Reason for Recommendation:
 
The chart attached to this report outlines the tasks to be performed by the Development Services Department, the Department of Transportation, and the Office of Economic Development.  Information concerning each of the tasks is provided below:
Design Guidelines: At the time of the preparation of this staff report, planning staff and their consultants have completed the first community workshop for the Design Guidelines. Staff anticipates that a Planning Commission hearing draft of the Design Guidelines will be available in early April 2007. The Board is tentatively scheduled to hear the item in late May - early June 2007.
 
Application Processing: Planning staff has received a development application for approximately 430,000 square feet of retail/commercial use located on the property behind (west of) the Prospectors Plaza shopping center north of U.S. 50. Staff has met several times with the applicant and has completed an initial review of the project based on the materials submitted to date and provided it to the applicant. More information and data on the project from the applicant will be forthcoming and staff will keep the Board apprised of significant developments during the processing of the application. The applicant has provided his tentative timeline for the project, showing that doors will be open for business in the Fall of 2009. The applicant's timeline is also included in the chart attached.
 
Economic Development Absorption/Market Study: Staff has determined that the services of Economic Planning Systems (EPS) are necessary to provide an up-to-date fiscal/economic analysis for the area, adding to data previously created for the County in reports that they prepared between 1997 and 2000. The firm has the resources available to identify and quantify the absorption capacity of the Missouri Flat area, given the local and regional markets and the planned local transportation improvements in the area. The scope for the contract has been awarded, and staff anticipates the work will be completed by late April 2007.
 
Missouri Flat Interchange Improvements: Staff hopes to award the bid for the construction of Phase 1-A improvements by early May 2007. Construction is tentatively scheduled to commence by late May 2007 and to be completed by November 2008.
