DISCUSSION / BACKGROUND
On June 24, 2025, El Dorado Hills Community Services District (EDHCSD) submitted an application for incorporation of approximately 18,200 acres of unincorporated land as the City of El Dorado Hills.
On July 15, 2026, the County was notified, through its Chief Administrative Office, as an interested party, of the availability of an IS/ND prepared by the EDHCSD, the California Environmental Quality Act (CEQA) lead agency, pursuant to California Public Resources Code Section 21080(c) and the CEQA Guidelines, including Section 15071. The IS/ND is required to evaluate the potential direct or indirect environmental impacts associated with the proposed incorporation that are reasonably foreseeable, identify feasible mitigation measures to avoid or reduce potentially significant impacts to a less-than-significant level, and determine whether the proposed project may have a significant effect on the environment.
In order to provide an unbiased peer review of the IS/ND, the County executed a work order with Ascent Environmental, Inc. to provide an objective, technical memorandum evaluating the completeness and adequacy of the IS/ND. As requested by the July 15 letter to the County, staff is requesting that the Board submit the technical memorandum to the EDHCSD as written comment on the IS/ND.

The Board could choose not to send the comment letter to EDHCSD.
