Procurement and Contracts, a division of the Chief Administrative Office on behalf of Department of Transportation, Facilities Division of the Chief Administrative Office, Environmental Management Department, and Agriculture Department, recommending the Board:
1) Award Bid 2026-0123 for the purchase of herbicides to the low qualified bidder, Nutrien Ag Solutions, Inc. of Sacramento, CA;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $600,000 for a 36 month period following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase contract on an as-needed basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund Discretionary (Department of Transportation); General Fund (Facilities); California Department of Food and Agriculture and United States Forest Service grant funds (Agriculture); County Service Area 10 - Liquid Waste (Environmental Management).

DISCUSSION / BACKGROUND
The Procurement and Contracts Division of the Chief Administrative Office issued an Invitation to Bid for Herbicides. Herbicides are used by Transportation, Environmental Management, Facilities, and the Agriculture Department for clearing vegetation along County roadways, trails, facilities, and the Union Mine Septage Treatment Plant that may cause public safety issues if not addressed. The Invitation to Bid was published in the County's eProcurement system, PlanetBids, with six vendors being specifically notified. Four qualified responses were received, none from local vendors.
Procurement and Contracts is recommending the Award of Bid 2026-0123 to the lowest qualified bidder, Nutrien Ag Solutions, Inc, and recommending the Board authorize the Purchasing Agent to issue a purchase contract in the amount of $600,000 ($200,000 annually) for a 36 term following Board approval.
ALTERNATIVES
Without Herbicides, the various Departments would not be able to perform their duties of vegetation control, which could cause drainage diversion, increase fire hazards, obscure visibility on roadways and trails, and lead to other potential safety related hazards.
