DISCUSSION / BACKGROUND

California’s AB 143 (2021) provides backfill to counties as a result of revenues lost from the repeal of various criminal justice administrative fees. The Board previously authorized the Recommended Funding Distribution in May 2022 for Probation, the Public Defender’s Office, and the Sheriff’s Office. A portion of this funding for Probation will be used to establish a Mobile Probation Outreach Trailer (Trailer).

 

The Trailer will be outfitted with technology suitable to accommodate Court appearances, online learning, workforce development, materials and equipment for assessments, restrooms for urinalysis testing, and office space for law and justice partners. The Trailer will operate as a community service hub for justice involved individuals, particularly those who are unhoused and, as a result, struggling with meeting probation supervision requirements. The costs outlined include the Trailer and customization specific to community supervision needs.

 

Probation recommends approval of a sole source purchase to the JHB Group Inc. for the Trailer in the amount of $165,000.  El Dorado County Office of Procurement and Contracts has reviewed and approved the sole source purchase.

 

Probation is requesting approval of this purchase be included in Probation’s FY 2022-23 budget and included with Probation’s fixed assets for FY 2022-23. The budget transfer establishes the budget for the SRF created to deposit the ongoing AB 143 Criminal backfill funding to be used by Probation, Sheriff’s Office, and Public Defender.  It also adjusts Probation’s and Sheriff’s Office budget for FY 2022-23 to increase Probation’s Operating Transfer In by $165,000 with an offsetting expenditure increase to Fixed Assets-Vehicle in the amount of $165,000 for the purchase of the Trailer and increase the Sheriff’s Office Operating Transfers In and Professional Services by $30,000 for expenditures related to the AB 143 funding.

 

Approval of the purchase and subsequent issuance of the Purchase Order (PO) will allow the Trailer purchase and attendant PO to roll into FY 2023-24.  If the Trailer is not received prior to June 30, 2023, the purchase will be budgeted and added to the fixed asset list during the FY 2023-24 budget process.

 

ALTERNATIVES

The Board could choose not to approve this item and the budget transfer would not be completed and the purchase of the Trailer would not take place.

FINANCIAL IMPACT

Funding and expenditures for AB 143 backfill will take place using an SRF. There will be no General Fund impact or increase to Net County Cost.
