Hearing to consider adoption of PHA 1-07 to:
 
1.  Authorize  the submission of an application to the Department of Housing and Urban Development (HUD) to allow the El Dorado County Public Housing Authority (EDCPHA) to participate in the Continuum of Care (CoC) Homeless Assistance Programs to obtain a three-year grant in the amount of $40,016 under the Supportive Housing Program allocation to purchase software and relevant computer and data storage equipment to implement a Homeless Management Information System (HMIS) Program to collect data on the homeless population and identify the unmet needs of the chronically homeless population in our jurisdiction;
2.  Approve a required cash match in the amount of $9,540 from the Affordable Housing Projects General Fund contribution, as budgeted exclusively for Housing Element Implementation; and
3.  Authorize the Director of Human Services, as the Executive Director of the Housing Authority, to sign and submit the application and accompanying documents, including the Applicant Certification, Certification of Consistency with the Consolidated Plan and the Applicant/Recipient Disclosure Report; and, if the application is funded, to execute, contingent upon approval by County Counsel and Risk Management, the grant agreement and any amendments thereto that do not affect the dollar amount or the term and all other documents required by HUD for participation in the CoC Homeless Assistance Programs, and to take other actions to facilitate same.
 
FUNDING: No direct cost associated with submission of the application.  If funded: Federal Grant:  $40,016/General Fund:  $  9,540 required cash match for this Housing Element Implementation activity is available in the budgeted General Fund contribution for Affordable Housing Projects.

Fiscal Impact/Change to Net County Cost:  No change.  If the application is funded, the required cash match in the amount of $9,540 is available in the Affordable Housing Projects General Fund contribution budgeted exclusively for Housing Element Implementation.
 
Reason for Recommendation: Human Services, Community Services Division, in accordance with provisions of the General Plan Housing Element Measure HO-FF, has been working with community and other local organizations to provide community education and share information on homelessness in order to gain a better understanding of the unmet needs of the homeless population in the County.  Measure HO-FF further directs the Department to develop and maintain emergency shelter programs, including obtaining funding for programs developed through interjurisdictional cooperation and, working with local organizations, to annually apply for the End Chronic Homelessness through the Employment and Housing grant under the Department of Housing and Urban Development.  The El Dorado County Continuum of Care Stakeholders Committee was formed April 4, 2006 to develop a Continuum of Care Plan to prepare the County to address this critical area of need.  The area of need described in this strategic plan is the homeless population.  The Plan is required for the County to be eligible to apply for funding sources to meet and address the funding constraints of non-profit developers.  In addition to the Continuum of Care Plan, the jurisdiction must have a Homeless Management Information System (HMIS) to collect data on the homeless population in order to identify the unmet needs of the chronically homeless population in our jurisdiction.  The data collected by the HMIS program will be used by the Continuum to plan future services and to provide information necessary to submit future applications for funding in support of those services.  The Resolution and Continuum of Care Strategy Plan are attached.  The application is not attached due to its volume.  Copies of both the application and Continuum of Care Plan are on file with the Board Clerk.
 
Action to be taken following Board approval:Board Clerk to provide Human Services, Community Services Division, with three (3) Certified Resolutions and a minute order.  Director of Human Services to submit application to Department of Housing and Urban Development by June 15, 2007.
