DISCUSSION / BACKGROUND

On September 20, 2022, the Board decided to utilize the former juvenile hall located at 299 Fair Lane in Placerville as a temporary Navigation Center until a permanent one can be constructed. Once the permanent Navigation Center is completed, the 299 Fair Lane facility is anticipated to be renovated into the Psychiatric Health Facility (PHF) currently located at 935 Spring Street in Placerville. These factors require the County to work with the Superior Court to relocate the Juvenile Court to Building C in the space formally occupied by the Registrar of Voters.

 

The Facilities Division selected Lionakis from a Request for Qualifications list as the firm best suited to provide the required expertise and value for this project. Services under this proposed contract consist of a tenant improvement on the ground floor of County Administration Building C to house a new Juvenile Court that will be 8,421 square feet, to include a new courtroom, new judge’s chambers with associated bathroom and office/witness/waiting area, new conference holding and vestibule, a new holding toilet, new large conference/jury room, new waiting room, new processing and file area (with high density storage), new clerk and break area with offices, new Court Information Technology (IT) area and office, a new administrative court space, and new security/checkpoint. The building is to remain operational during the design and construction phases.

 

On June 27, 2023, Legistar file 23-0749, the Board approved Agreement for Services 7602 with Lionakis for a total compensation amount not to exceed $694,210 and a term of two years to provide architectural design services as related to the tenant improvements required to relocate the Juvenile Court to Building C.

 

The Division recommends approval of the Amendment I to Agreement for services 7602 extending the term expiration date from July 6, 2025, to July 6, 2026, due to the project’s extended construction schedule and various State of California agency requirements. The amendment does not change the not to exceed compensation.

 

Additionally, the Division recommends the Board make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.

 

ALTERNATIVES

Architectural design services are a required element for a tenant improvement of this magnitude. Should the Board decline, the Division shall seek a different consultant to perform the services.

 

PRIOR BOARD ACTION

Legistar file 22-1693 - September 20, 2022 - The Board directed staff to implement a temporary Navigation Center at 299 Fair Lane as quickly as possible after December 15, 2022.

 

Legistar file 23-0749 - June 27, 2023 - Board approved Agreement for Services 7602 with Lionakis for a total compensation amount not to exceed $694,210 and a term of two years to provide architectural design services as related to the tenant improvements required to relocate the Juvenile Court to Building C.

FINANCIAL IMPACT

This was budgeted for in the Accumulative Capital Outlay (ACO) Fiscal Year 2022-23 Workplan and included in the subsequent Fiscal Years. There is no change in Net County Cost.
