1) Approve and authorize the Chair to accept grant funding through the California for All Animals Statewide Shelter Assistance Program, provided to the County through Funding-In Agreement 8873 from The Regents of The University of California (University) on behalf of its Davis Campus School of Veterinary Medicine Koret Shelter Medicine Program (KSMP), in the total amount of $50,000, for the retroactive performance period of June 7, 2024, through June 6, 2025;

2) Approve and authorize the HHSA Director to sign Funding-In Agreement 8873, issued to El Dorado County Animal Services, from this University on behalf of its Davis Campus School of Veterinary Medicine KSMP, in connection with the California for All Animals Animal Shelter Assistance Program; and

3) Delegate authority to the HHSA Director or Chief Assistant Director to execute future amendments related to this agreement that do not increase Net County Cost, contingent upon County Counsel and Risk Management approval as applicable, and subsequent administrative documents or required fiscal or programmatic reports.

 

FUNDING:  100% University of California, Davis Campus - Koret Shelter Medicine Program funding; no matching funds are required.

DISCUSSION / BACKGROUND:

In the Fiscal Year 2020-21 budget, Governor Newsom proposed $50 million in one-time General Fund dollars for the Animal Shelter Assistance Program, otherwise known as California for All Animals. The University of California, on behalf of its Davis Campus School of Veterinary Medicine KSMP, was tasked to develop a program that provides expertise, support, and local assistance grants to help local communities achieve the state’s policy goal that no adoptable or treatable dog or cat should be euthanized.  Following an initial pilot project of $5 million, an additional $45 million was signed into law on July 27, 2021.

 

On January 2, 2024, HHSA applied for the KSMP Welcome Grant of $5,000 in accordance with Board Policy A-6, Grant Applications, which authorizes Department Heads to apply for grants not in excess of $10,000. On January 4, 2024, HHSA was awarded the $5,000 Welcome Grant and subsequently notified the Board and the Chief Administrative Officer of the HHSA Director’s intent to accept the award.

 

As a recipient of the KSMP Welcome Grant, HHSA was eligible to apply for additional funding from the program; therefore, on May 10, 2024, HHSA applied for $50,000 in funding to support shelter services. This funding will assist HHSA Animal Services in the provision of veterinary care and housing for shelter animals.

 

On May 22, 2024, KSMP awarded HHSA the $50,000 shelter services funding for the retroactive performance period of June 7, 2024, through June 6, 2025.  Upon final execution of Funding-In Agreement 8873, HHSA will receive the full $50,000. As required under the grant, HHSA will provide KSMP historical shelter data from 2019 to 2023 and annual shelter data through 2026 in support of the California for All Animals Program.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the County would be ineligible to participate in the KSMP Grant Program and would not receive the grant award in the amount of $50,000. Consequently, HHSA’s ability to provide valuable veterinary care and housing for the shelter animals in its care may be hindered.

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item.  Revenue related to this agreement will be added to the Fiscal Year 2024-25 Budget through the adopted budget process in September and included in the Pet Aid Fund.
