DISCUSSION / BACKGROUND
Dominion Voting Systems provides the voting system hardware and software for the El Dorado County Elections Department. The system provides ballot layout, ballot printing PDFs, ADA ballot marking devices, tabulation and reporting results for an election.
The Dominion Voting System was selected by a committee comprised of County voters, members of the Democrat and Republican Central Committees, League of Women Voters, County IT, Elections staff and an analyst from the Chief Administrative Office. The system meets all California State and Federal Certification requirements and is certified by the California Secretary of State’s Office. The Elections Department has been using Dominion Voting Systems, system since July 1, 2019. The current contract will expire on June 30, 2024.
The Amendment 2 to Agreement 3958 adds an additional three years to the agreement and increases compensation by $238,979.89, for a new agreement total not to exceed $1,200,000. The yearly cost may increase 3% with Amendment 2. The cost of each fiscal year (FY) is as follows:

FY 2025-26 $79,636.77
FY 2026-27 $82,025.88

FINANCIAL IMPACT
For Fiscal Years 2020-2024, the Elections Department received $164,220.31 State grant reimbursement that required a 25% County match of $54,740.10 for a total of $218,960.41 in annual fees. This grant funding expires on December 31, 2024.
The Department will reapply for grant reimbursement in Fiscal Year 2024-25. The anticipated grant reimbursement will be 58,051.24 with a 25% County match of $19,350.42 for the annual fees of $77,401.66. Fiscal Years 2025-26 and Fiscal Year 2026-27 will be funded through the General Fund and included in the Department's budget.
