Fiscal Impact/Change to Net County Cost:  The not-to-exceed amount of this multi-year Agreement is $56,000.  Funding was anticipated and incorporated into the Mental Health Division's FY 09-10 budget.  Future year funding has been approved, is available, and will be included in the budgets for the upcoming years.  There is no Net County Cost associated with this Agreement.
 
Reason for Recommendation:  There is an identified shortage in small rural counties of mental health professionals trained to work in a rural setting.  There has also been a lack of specialized training in the region to produce these professionals.  El Dorado County has joined with other counties in the region to initiate a program at California State University, Sacramento (CSUS) to train mental health professionals to serve the region.  The program is a three-year, weekend intensive course of study that will result in successful student participants receiving a Masters in Social Work (MSW) with a rural mental health focus.  Participating counties (El Dorado, Tuolumne, Calaveras, Amador, and some other counties in the California Central Region) are committing Mental Health Services Act (MHSA), Workforce Education and Training (WET) funding for the establishment of this specialized weekend MSW program at CSUS.  Participating students are responsible for paying their own tuition and other fees associated with the program.  The program began in Fall, 2009 and will run through Spring, 2012.
 
Funding for this program consists of MHSA WET funds previously secured from the State Department of Mental Health.  This specific use of funds was approved by the Board as part of El Dorado County's MHSA WET plan and request for funding in August 2008.  Since that time, steps have been taken to plan and develop the program in collaboration with other participating counties and CSUS.
 
Since 1997, El Dorado County has been a member of the Small Counties Emergency Risk Pool (SCERP), which operates under the umbrella of the California Mental Health Director's Association (CMHDA), an unincorporated tax exempt Association.  Pursuant to the Agreement proposed with this Board item, the SCERP will serve as the contracting agent and financial intermediary between CSUS and the counties participating in the establishment/funding of this MHSA WET weekend MSW program.
 
This Agreement between El Dorado County and the SCERP will become effective upon execution and will expire on June 30, 2012.
 
Action to be taken following Board approval:
 
1. Chairman to sign two (2) original Agreements.
2. Board Clerk's Office to return one (1) original Agreement to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
