Health and Human Services Agency recommending the Board delegate authority to the Director of the Health and Human Services Agency to execute funding agreement number 19-10871 with the California Department of Public Health, in the amount of $212,361.47 with a retroactive term beginning February 1, 2020 and extending through June 30, 2023, along with the required certifications related to said award.

DISCUSSION / BACKGROUND
On February 25, 2020, the Board authorized the Director of Health and Human Services Agency (HHSA) to accept funding awarded by the California Department of Public Health’s Center for Communicable Disease Control, and submit all documents required for the award , with the requirement to return to the Board with the funding agreement. HHSA is fulfilling the requirement, and providing the Board the opportunity review the scope of the funding agreement prior to execution.
Usually, the California Department of Public Health awards are based on a reimbursement structure; however, this award provides the funding up front, asking for a proposal of eligible activities subsequent to the award. In an effort to accept the funding as required for submission of a proposal, HHSA previously presented the Board with only a broad concept of what the funding could be used for while a plan for the funding was developed. At this time, the plan has been developed, submitted, and approved by the Center for Communicable Disease Control, and includes the following:
Surveillance Activities: Activities related to vector control; safe food handling and storage; and safe hygiene practices at livestock events;
Monitoring Activities: Approved monitoring activities including upgrading the capacity for active tuberculosis (TB) patient treatment and monitoring; training for staff working in the Communicable Disease and/or Epidemiology programs in communicable disease, including tuberculosis, sexually transmitted diseases, and Coronavirus (COVID-19).
Education: Development and distribution of educational materials related to communicable disease prevention.
Increased Capacity: The available funding also provides an increase in local capacity by increasing laboratory testing capabilities through the County’s laboratory service contractor, Sacramento Public Health Laboratory.
Improved Data Reporting: The purchase of a new software module that will allow for automatic data uploading into State systems.

ALTERNATIVES
Should the Board decline to approve these recommendations, HHSA would be unable to execute the funding agreement and Contractor Certification Clause, and as a result, be unable to receive the funding made available through this grant.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
Sufficient appropriations were included in the FY 2020-21 budget so as to make a budget transfer request not necessary. The California Department of Public Health’s Center for Communicable Disease Control’s award letter indicated no matching funds would be required for the one-time funding. Additionally, the funding provides some limited administrative funding that is capped at twenty-five percent (25%) of personnel costs (salary and benefits). In the event the capped administrative funds were insufficient to cover the costs of administering this project, the County would be required to identify other administrative funding to support the project.
