DISCUSSION / BACKGROUND

On July 15, 2025, the Board approved (Legistar file 25-1094) and adopted the bid documents for Bid Number 2025-0107, including a sample agreement for the project. The Bid is complete with the Notice of Intent to Award having been issued to Con J. Franke Electric, Inc. as the lowest qualified bidder with a project total of $337,700. Upon approval of the Award and Agreement by the Board, Environmental Management will begin the project with Con J. Franke Electric, Inc. once the Agreement is signed and will be specified on the Notice to Proceed.

 

The Union Mine WWTP Facility, located at 5700 Union Mine Road, has been in operation since 1996. The facility has 2 centrifuges that separate solids and wastewater for further treatment. Centrifuge #2 was replaced in 2000 with a GEA Westfalia unit, and Centrifuge #1 was replaced in 2004, also with a GEA Westfalia unit.

 

Centrifuge #1 has been inoperable for 7 years due to a control panel malfunction and a lack of available parts and companies for repair. This project will allow for two new updated control panels to be installed, which will allow both centrifuges to function properly and maintain the facility in operation.

 

ALTERNATIVES

The Board may choose to deny the approval of this construction project. This would inhibit Environmental Management’s ability to secure these services and complete this project to effectively process and remove solids from the wastewater treatment plant, and ultimately lead to the closure of the treatment plant.

FINANCIAL IMPACT

There is no change to Net County Costs associated with this item. The Fiscal Year 2025-26 Adopted Budget includes sufficient funding for this project.

 

CLERK OF THE BOARD FOLLOW-UP ACTIONS

Clerk of the Board will obtain the Chair's signature on two (2) originals of the Agreement, and forward signed Agreements to the Chief Administrative Office, Contracts and Procurement Unit, for further processing.
