DEPARTMENT RECOMMENDATION:
At their meeting of March 22, 2016 (Item 7), the Board approved Introduction of Ordinance 5036 and set a public hearing for Final Passage (Second Reading) on April 5, 2016.
Health and Human Services Agency (HHSA) recommending the Board consider an amendment to Chapter 6.12 of Title 6 of the County of El Dorado Code Ordinances, removing section 6.12.010 (E), thereby allowing dogs to be within the established boundaries of Tahoe Paradise Park.
DISCUSSION / BACKGROUND:
On February 23, 2016 the Board approved in concept an amendment to Chapter 6.12 of Title 6 of the County of El Dorado Code of Ordinances in accordance with Board of Supervisors Policy A-3 “Ordinances - New or Amended.” This amendment to Chapter 6.12 of Title 6 would pertain to General Animal Regulations, General Violations, removing Section 6.12.010 (E), thereby allowing dogs to be within the established boundaries of Tahoe Paradise Park. (Refer: 2/23/16, Item 16)
Chapter 6.12.010 (E) of Title 6 of the County of El Dorado Code Ordinances currently states that it is unlawful to cause or allow any dog to be within the established boundaries of Tahoe Paradise Park.
On February 1, 2016, the Tahoe Paradise Resort Improvement District (aka Tahoe Paradise Park) Board of Directors submitted a letter to the County of El Dorado Board of Supervisors requesting the County amend Ordinance 6.12.010, thereby allowing dogs to be within the established boundaries of Tahoe Paradise Park. Owners of dogs will still be required to conform to Chapter 6.12.070 (A) of Title 6 of the County of El Dorado Ordinance requiring owners to confine animals to a leash of not more than ten (10) feet in length during the time said animal is removed from an enclosed private lot or place.
ALTERNATIVES:
Should the Board decline to amend Chapter 6.12.010 (E) of Title 6 of the County of El Dorado Ordinances, dogs continue to be prohibited within the boundaries of Tahoe Paradise Park.
