Title: Probation and General Services Departments recommending Resolution authorizing the Deputy Director of General Services to submit and sign an application to the California Department of Corrections and Rehabilitation Corrections Standards Authority for the Juvenile Accountability Block Grants (JABG) Program in the amount of $10,416 for the term July 1, 2007 through June 30, 2008, including any amendments thereof pertaining to said grant program for replacement of asphalt in B wing exercise yard at the detention facility. RECOMMENDED ACTION: Adopt Resolution 096-2007. FUNDING: Total estimated cost of this Capital Improvement Project (CIP) is $25,528 and will be included in General Services FY 2007/08 budget. State funds from this grant will cover $10,416 of the cost. The remaining $15,112 balance will be funded by the Criminal Justice Revenue Fund (CJRF) which will also satisfy the 10% required match of $1,157.00.

Background:
The Juvenile Accountability Block Grants (JABG) Program, administered at the federal level by the Office of Juvenile Justice and Delinquency Prevention  (OJJDP), supports state and local efforts to reduce juvenile crime through programs that focus on offender accountability (Public Law 107-273).  As California's administering agency for this federally funded program, the Corrections Standards Authority (CSA) will distribute the 2007 annual allocations to those localities meeting the federal funding threshold to receive direct allocations.  The grant year will cover July 1, 2007 through June 23, 2008.  Under this grant program, El Dorado County is eligible for an allocation of $10,416.00 with a required match of 10% ($1,157.00).
 
Reason for Recommendation:
Probation and General Services Departments are proposing replacement of asphalt in B wing exercise yard as the project for this funding.  Professional services will be contracted to provide removal of existing pavement and base material to a depth of 3.5 inches.  Paving and excess subgrade will be removed from site and disposed of accordingly.  Work to be performed with a crane.  Bobcat and removal materials to be craned in and out of facility.  Placement and finish work on approximately 3500 square feet of concrete, 3.5" in thickness.  Broom finish, control joint lines, concrete cure to be applied post finish, #3 rebar at 48" OC in both directions.  The yard will be graded to drain into existing drop inlet drain.  
 
The goal of this project is to provide a safe and hazard-free, outdoor recreational environment for both juveniles and the staff at the detention facility.  The proposed project replaces potholed, cracked and uneven asphalt with a new, properly graded safe surface.  The new surface will provide a safe recreation area for the juveniles.   
 
Probation Department and General Services staff discussed the feasibility of this project and the time constraints put in place by CSA.  This project can be completed by the June 30, 2008 deadline.
 
This project is considered a capital improvement project and therefore the grant application will be under General Services.      
 
Action to be taken following Board approval:
1.  Chairman to sign Resolution.
2.  Deputy Director of General Services to sign and submit the Juvenile Accountability Block Grants (JABG) Program Agreeement and any amendments thereof with California Department of Corrections and Rehabilitation (CDCR), Corrections Standards Authority on or before May 7, 2007.
3.  Following award of grant by CSA, General Services' staff will proceed with a contract to provide project services.
