Fiscal Impact/Change to Net County Cost: The total funding for this agreement is $345,000 for the three-year contract period. There is no Change to Net County Cost. Funding will come from the State of California Medi-Cal insurance program (87%) with the remainder (13%) from the State of California's SB 163 Wraparound Services program. Funding for the current fiscal year is secure.
Background: Medi-Cal is a public health insurance entitlement program for low-income individuals funded equally by the State of California and the federal government. The County receives reimbursements for costs by billing the State of California. The services to be provided through this contract are Speciality Mental Health Services, as well as the Early and Periodic Screening and Diagnosis (EPSDT) MediCal benefit. About 13% of funding comes from funds collected by journal entry from the El Dorado County Department of Human Services for MHD's implementation of the SB163 Wraparound program. DHS receives those funds from the State of California as well.
Reason for Recommendation: This agreement will allow for continued use of Tahoe Youth and Family Services (TYFS) to furnish licensed facilities, personnel and services necessary to fulfill state mandated entitlements to specialty mental health services for emotionally disturbed minors in El Dorado County. TYFS is the only vendor in South Lake Tahoe that has the capacity and certifications to provide services in the volume required. The services to be provided by TYFS to MHD are mandated entitlements and the state is legally required to pay for them in accordance with established formulas up to the State Maximum Allowable.
The contract is retroactive due to additional time necessary to complete the outside review process as required per section 7.10 of Procurement Policy C-17. This process resulted in revisions and improvements to contract terms that will benefit the Department and the County.
Action to be taken following Board approval: Board Clerk's Office will forward the executed agreement to Mental Health for further processing.
