DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations, Fleet Unit (Transportation) along with the Probation Department is requesting the retroactive approval of the non-standard vehicle upgrade from a Crown Victoria to a Chevrolet Tahoe. The Fiscal Year 2018-19 Fleet Replacement Vehicles Fixed Asset List included the upgrade for Probation Department; however, Transportation did not seek the proper approval from the Chief Administrative Office prior to receipt of the asset.
The Probation Department requested the upgrade to address the need for a four-wheel drive emergency operations vehicle to accomplish periodic enforcement action as well as frequent site visits to the Tahoe Probation Office and JTC for management of department affairs as well as inter-department and community meetings in Tahoe during winter months. The current Crown Victoria is being replaced due to age, costly maintenance and failure to meet current law enforcement standards required of the Probation Department. The Chevrolet Tahoe was ordered during Fiscal Year 2018-19 and received prior to year-end. Several Fleet vehicles in Probation are being rotated to maximize the use and utility of the non-standard four-wheel drive to meet the department's mission.
The request also includes the approval of a budget transfer to cover the cost of the upgrade from the Crown Victoria to the Chevrolet Tahoe totaling $11,354.48. Probation is requesting $11,354.48 be transferred from budgeted appropriations under services and supplies to operating transfer out for Fleet.
ALTERNATIVES
The Board could chose to not approve the request for a non-standard vehicle upgrade and budget transfer, and direct that the standard replacement vehicle be purchased. The vehicle in possession would be held as a replacement for a like vehicle in the Probation Department.

Considering the vehicle has already been delivered to the County, it is recommended the Board approve this item.
FINANCIAL IMPACT
The upgrade to the Chevrolet Tahoe results in a cost increase over the budgeted amount totaling $11,354.48. The Probation Department has sufficient savings in their FY 2018/19 budget to cover these additional costs.
CLERK OF THE BOARD FOLLOW UP ACTIONS
The Clerk of the Board to issue a minute order of the final action to Karen Feathers to facilitate the Chief Administrative Officer's signature on the budget transfer and non-standard vehicle upgrade form.
