Department of Transportation recommending the Board approve and authorize the Chair to sign the Second Amendment to Agreement for Services 402-S1611 with DKS Associates, increasing funding by $250,000 for a new not-to-exceed amount of $589,075 and extending the contract for three years to March 24, 2022, to provide traffic analysis and transportation planning services.

DISCUSSION/BACKGROUND
On April 5, 2016 (Item 2), the Board made findings in accordance with Ordinance 3.13.030 that it was more economical and feasible to retain an outside consultant for the provision of traffic engineering and transportation planning services, awarded Request for Proposal 16-918-046 to DKS Associates (DKS) to provide such services, and authorized staff to negotiate an agreement with DKS with a term commencing upon execution and expiring three years thereafter, with a not-to-exceed amount of $150,000.
On May 23, 2017 (Item 17), the Board approved Amendment I to Agreement for Services No. 402-S1611, increasing funding by $189,075 for a new not-to-exceed amount of $339,075, with no change in the rates or term of the agreement, to provide traffic analysis forecasting and transportation planning services to prepare the Cameron Park Drive Interchange Alternatives Analysis and the Pleasant Valley Road Corridor Systemic Safety Analysis Report. As of February 1, 2019, $258,542 has been expended on completed and in progress tasks and work orders.
Tasks included under this amendment encompass peer review of traffic impact studies, development of an Intelligent Transportation System (ITS) Voluntary Contribution Program, Carson Crossing Drive Intersection traffic analysis, additional intersection analysis for White Rock Road at Bailey Circle, and as needed on-call traffic analysis and transportation planning services.
The El Dorado County Employees Association, Local 1, has been informed of Amendment II.
ALTERNATIVES
The Board could choose not to approve Amendment II however, doing so could result delays in traffic analysis forecasting and transportation planning services on the various tasks listed above.

CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. Funding for Amendment II will be provided by development project applicants, TIM fees, and the Road Fund.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair's signature on two (2) originals of Amendment II.
2) The Clerk of the Board will return one (1) fully executed original of Amendment II to the Chief Administrative Office’s, Procurement and Contracts Division, for further processing.
