Community Development Services, Department of Transportation, recommending the Board approve the following:
1) Award Bid 19-288-010 for the purchase of High Performance Cold Patch Mix for the West Slope of El Dorado County to the sole qualified bidder, Syar Industries of Napa, CA;
2) Authorize the Purchasing Agent to issue a contract purchase order in the amount of $150,000 for a thirty-six month (36-month) period following Board approval; and
3) Authorize the Purchasing Agent to increase the contract purchase order on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund Discretionary.

DISCUSSION / BACKGROUND
At the request of the Community Development Services - Department of Transportation (Transportation), the Procurement and Contracts Division issued an invitation to Bid #19-288-010 for the purchase of High Performance Cold Patch Mix for the West Slope of El Dorado County for the maintenance and repair of county roads on the West Slope of El Dorado County. Twenty-one invitations to bid were mailed, three to local vendors, one qualified response was received, none from local vendors, as they do not produce this material.
ALTERNATIVES
If the Board does not approve the agenda item, the department will be delayed on obtaining High Performance Cold Patch Mix for the routine patching of potholes on the West Slope of El Dorado County, resulting in further deterioration of road conditions. Using a less durable temporary patching material will result in increased labor and equipment costs because it would require reapplication of the material.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
Funding for the subject material in included in Transportation's Fiscal Year 2018/19 adopted budget, with funding provided by the Road Fund. Future year budget proposals will include a request for additional appropriations over the life of the proposed contract purchase order.
