Clerk of the Board, based upon the recommendation of the El Dorado County Commission for Youth and Families, recommending the Board:
1) Make the following appointments to the El Dorado County Commission for Youth and Families:
a) Appoint Scott Coffin, Public Member, Term Expiration 6/30/2025; and
b) Appoint Grant Leonard, Public Member, Term Expiration 6/30/2025;
2) Allow the Commission for Youth and Families to be hosted by the El Dorado County Office of Education, as the staff support for the Commission, with Commission agendas, materials, and minutes posted on the Office of Education’s website; and
3) Remove the Commission for Youth and Families from the list of County Boards, Committees, and Commissions that have a broad countywide coverage that must be recorded and held in an approved facility.

Appointments
A Notice of Vacancy was posted on June 7, 2023. At the June 29, 2023, El Dorado County Commission for Youth and Families meeting, the Commission voted to add Scott Coffin and Grant Leonard to the Commission. The Commission is requesting the Board appoint both to the Commission.
Commission Meetings
On June 21, 2022, with Legistar item 22-1056, the Board included the Commission for Youth and Families on a list of County Boards, Committees, and Commissions that have a countywide coverage that must be held in an approved facility and recorded.
On November 15, 2022, with Legistar item 22-1948, directed staff to determine a funding source in the Fiscal Year 2023-24 budget cycle to create a position to support the El Dorado County Commission on Youth and Families. The El Dorado County Office of Education (EDCOE) has agreed to take the lead on staffing and providing operational support for the Commission’s Goal. On April 18, 2023, with Legistar item 23-0771, the Board approved EDCOE taking on this supportive role and the funding plan for this operational support.
As the operational lead, EDCOE has begun supporting the Commission including posting a recruitment for a Commission for Youth and Families Coordinator. As an EDCOE employee, staff are unable to set up meetings in the County Legistar system. To address this issue, the Commission is requesting that the meetings be coordinated by EDCOE staff. Commission agendas, materials, and minutes would be posted on EDCOE’s BoardDocs meetings platform that can be found at <https://go.boarddocs.com/ca/edcoe/Board.nsf/Public>. The meetings would be held at an EDCOE facility. EDCOE does not post recordings of their meetings, but the meetings would be held in a hybrid format through zoom.
In order for EDCOE to host the meetings and meetings materials, the Commission is requesting that the Board remove the Commission for Youth and Families from the list of County Boards, Committees, and Commissions that have a broad countywide coverage that must be recorded and held in an approved facility.
ALTERNATIVES
The Board could decide not to approve the appointment or allow EDCOE to host Commission on Youth and Families meetings and materials.
