Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolutions authorizing the submittal of a Parks and Water Bond Act of 2018 (Prop 68) Statewide Park Development and Community Revitalization Grant Program applications to the State of California, Department of Parks and Recreation, for the following three projects:

DISCUSSION / BACKGROUND

California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering a Prop 68 Round 4 Grant Program (previously Prop 84) and provides funding for the Statewide Park Development and Community Revitalization Program. The intent of the Statewide Park Program (SPP) is to create new parks and/or new recreational opportunities in critically underserved communities in California. Grant funding in the amount of $395.3 million is available and is open now for applications.

 

The OGALS grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for grant funds and authorizes the Director of Transportation to execute all grant documents including, but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project(s). The Department of Transportation (Transportation) will obtain Board approval for the acceptance of all grant programs pursuant to Board Policy A-6. Transportation is working with the Chief Administrative Office’s Facilities Division regarding the extended operation and maintenance of these projects, should the grant applications be successful and the projects are constructed. Transportation is also working with the Parks Division regarding deed restrictions for the properties included in these grant applications.

 

ALTERNATIVES

Should the Board not approve this item, Transportation will not be able to apply for Prop 68 Round 4 SPP grant funding to create new recreational opportunities within the County.

CAO RECOMMENDATION / COMMENTS

Approve as recommended considering these projects are consistent with prior Board direction but noting the ongoing maintenance and replacement costs, including the potential need for additional staff, will need to be covered by donations or the General Fund.

 

FINANCIAL IMPACT

There is no direct financial impact associated with this agenda item. No matching contributions are required for the Prop 68 Grant Program. The initial costs for the El Dorado Trail/Missouri Flat Road Pedestrian Overcrossing (CIP 97015/36109002) and El Dorado Trail Extension - Halcon Road to Pondorado Road (CIP 97017/36109007) are captured in the current CIP. The Exercise Circuit is a new project, but the costs associated with the parking lot are a part of the Diamond Springs Parkway project. If the grants are awarded the new project will be included in Transportation's Fiscal Year 2021-22 budget request.

 

The County will be responsible for ongoing maintenance and replacement of these facilities.   Transportation and the Facilities Division estimate the annual maintenance costs for each completed project at approximately $4,000.  If major repairs/maintenace are required, such as asphalt replacement, etc., this amount will increase.   It is anticipated these additional maintenance costs would be added into the Facilities budget, funded by the General Fund.  If the grant(s) are awarded, staff will return to the Board for approval and with estimates on operating impacts, including a staffing analysis.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board will obtain the Chair's signature on two (2) original Resolutions.

2) Clerk of the Board will forward one (1) original Resolution to Department of Transportation, attention Rafael Martinez.
