Fiscal Impact/Change to Net County Cost:The total funding for this revenue generating agreement is $134,705. There is no Change to Net County Cost.
 
Background: El Dorado County Mental Health has utilized Substance Abuse and Mental Health Services Administration (SAMHSA) funding since 1997 in a collaborative manner with other public and private organizations to address the needs of county minors diagnosed as either Emotionally Disturbed or Seriously Mentally Ill and residing in the Juvenile Hall or Juvenile Treatment Center. Many of these individuals have a concurrent identified substance abuse diagnosis.
 
The SAMHSA Grant application packet was not issued by the State until August 20, 2007 and not received by the Department until early September.  The Department immediately worked on writing the application and routing it through County Counsel and Risk Management.  However, due to the issue date of the application for this grant effective July 1, 2007, the grant will be considered retroactive.
 
The State Department of Mental Health (DMH) no longer requires local Board of Supervisors approval of the SAMHSA grant application and has condensed its timeline for submission because of this change; however, the County still requires the application to be approved by the Board of Supervisors which makes it virtually impossible to meet the application deadline.  The DMH understands the local requirements and knows that our application will be submitted after the September 28, 2007 deadline.  They are ready to distribute the funds once the application is submitted and approved.
 
Reason for Recommendation:This agreement will allow for continued support of programs to address the needs of minors who are Emotionally Disturbed in the Juvenile Hall in Placerville and the Juvenile Treatment Center in South Lake Tahoe. Services provided include initial assessments, individual and group therapy, family sessions and discharge planning. This agreement will cover the period July 1, 2007 through June 30, 2008.
 
Action to be taken following Board approval:Board Clerk's Office will forward the executed agreement to Mental Health for further processing.
